Increasingly OECD countries perceive unstable states as a threat to international peace and stability. A wide range of capacity-building programmes has been set up as a result to improve governance in fragile settings. However, such policies are increasingly under fire as they show a tendency of underwriting repression and insufficiently taking into account existing polarizations. With a specific focus on the Great Lakes Region of Africa, this seminar will present the outline of the PhD project I have been working on for the last months.
